Exposure compensation should only effect when one or more of your exposure controls is set to ‘auto’ - if you are setting shutter, ISO and aperture manually, EV has no automatic exposure to compensate.
The EV control should effect your image if you hit the little ‘reset’ button next to the slider for shutter, ISO or aperture - making an ‘A’ appear in the centre of the slider, indicating that control is in Auto.
