Did you try uninstalling WhatsApp, restarting your device and installing it again +giving it all permissions it needs?
It might not be nothing os. It’s likely WhatsApp. I’ve had similar issues with different phones like not sending media, not being able to save files, backup getting stuck on 1% and so on. Ever since Facebook bought WhatsApp it’s as buggy as it gets.
