Buy something like this and forget apps, it’s the only accurate way to measure, not with apps (as apps report only what internal sensors and controller provide to them).

When I charge my (3a) from almost empty to 20% then, just like every phone, it’s pulling max wattage but any app (AccuBattery, Ampere and such) show 19W max while that physical plug shows 47-49W (then it slows down after 20%, which is normal because no device is getting charged from 0-100% at max wattage).
Alternatively, you can buy this also, to get the same measurements straight from the wall plug:

I have both of those (different brands) and they show identical W when charging, apps show their own. No reason to trust apps at all here because they are totally unreliable and inaccurate (but they’re great to track power consumption).
