Unfortunately that's a characteristic of OLED screens. It occurs because deep blacks are displayed by disabling the corresponding pixels.
So when scrolling, the pixels need to be activated which is the reason for this smearing effect.
That's why most companies, moved away from deep blacks.
Sure this effect is less present on more advanced displays, but keep in mind that you are using a "budget" device.
