I noticed that even if lock screen controls are restricted, anyone can still press the volume buttons and mute the phone without unlocking it.

It would be better if on the lock screen the volume buttons only controlled media volume, and not ringer/silent mode. Changing the ringer mode should require unlocking the device.

This would improve privacy and prevent someone from silencing the phone without permission.
