If I am not mistaken, there is an automatic algorithm which decides whether the clock should ve black or white. The more white area your wallpaper has, the bigger the chance it applies a dark clock.
Personally I wish we’d just have a simple manual option, I also have a fairly light wallpaper, but obviously not white enough to trigger the black clock.
