Re-locked boot loader installation problem

I’ve received a notification for the 2.5 update but every time I try to install it it ends with “Installation problem”.

I’ve tried different networks including my cellular data (with and without VPN).
I’ve tried manual OTA update with ****#*#682#*#* ***but that fails too with DOWNLOAD_STATE_INITIALIZATION_ERROR/20

My build number is Pong-T2.0-231024-2214-EEA.

I’ve previously unlocked my bootloader but I restored the lock and installed the stock OS and the update is still failing.

Any ideas what I can do to get my NP2 updated?
