Yo can use a third party app to apply blur to the image you have selected as a wallpaper.
Then choose the standard image as a lockscreen wallpaper and the blurred one as the homescreen wallpaper.
Here is an example of how it looks:
Granted, the transition between the two wallpaper is a bit harsh, but this is a workaround you can use.
Also, to increase the probability for the software team to see your suggestion, use the feedback option in the system settings.
